Project Overview
Background
Hopescourt School is new specialist school in Walton-on-Thames in Surrey. Serving children and young adults aged between 4 and 19, it seeks to provide high-quality education for up to 200 pupils with autism and those who have special communication and interaction needs.
It first opened in September 2024, at a temporary site in West Molesey. However, while pupils studied, Surrey County Council and its key stakeholder partners were busy working on an ambitious new-build project in Walton-on-Thames. Staff and pupils would relocate here upon its completion.
The new school building opened in the spring of 2026 after a 14-month new-build programme. This was funded by Surrey County Council and procured via the Southern Construction Framework. The project, valued at almost £30 million, sought to reduce the need for parents and carers to find appropriate places at private schools. The school is expected to reach full capacity by 2029.
Importantly, the project was designed to create what the main contractor, Wilmott Dixon, described as “Surrey’s flagship Net Zero Carbon special free school.” Accordingly, energy efficiency and sustainability measures figured prominently in its design
Brief:
Funded by the Department for Education and Surrey County Council’s Special Educational Needs and Disabilities (SEND) Capital Programme, the school was built to a design produced by HNW Architects. The company’s proposals included specialist classrooms and support spaces, a library and a range of other facilities for pupils and staff. Outside, the plan called for new sports pitches, a multi-use games area, and extensive landscaping.
In addition to providing the badly needed free specialist places for pupils, the project sought to achieve a number of other important outcomes:
- To create a building that demonstrates exemplary levels of energy efficiency
- To meet the demands of the new DfE Spec 21 specification, which requires ‘Net Zero in Operation’ sustainability standards
- To provide learning environments that are warm, comfortable, quiet and calming
Given the team’s desire to make the school a beacon of sustainability, the design included a green roof with an extensive covering of solar PV panels, together with air source heat pumps and very effective insulation on the roof, floors and walls.
The main structure of the school comprised a steel frame overlaid with a suitable sheathing board to receive the EWI system. Over these, the installer, Express Group Construction, would install a non-combustible external wall insulation system designed and supplied by Permarock. This would provide the outstanding thermal performance demanded by the brief. In addition, its weatherproof silicone-based finish would help keep the walls protected and airtight, thereby eliminating cold draughts and contributing to a more secure and effective building envelope.
Importantly, the 250 mm mineral fibre boards would also provide effective acoustic insulation, which would help to block out extraneous noise, which could otherwise be distracting or upsetting for some pupils.
Further requirements were that, in accordance with the DfE Schools Output Specification, the chosen system should have a design life of at least 40 years. Additionally, it would meet a key fire safety requirement in the Schools Output Specification Technical Annex 2C: External Fabric, which dictates that “for all special schools, any cladding to external walls shall achieve Class A2–s1,d0 or better.”
Design and Specification:
The design team chose an EWI system by Permarock, which comprised:
- Permarock Mineral Fibre External Wall Insulation System with insulation boards of 250 mm thickness adhesively bonded and mechanically fixed to the substrate;
- Permarock SiliconeUltra K Finish (textured render).
In this case, the Permarock SiliconeUltra K finish combined with Permarock Mineral Fibre EWI system to all elevations and heights achieved an A2-s1,d0 reaction to fire classification (to BS EN 13501-1 “Fire classification of construction products and building elements.”) The system can be used on buildings of any height.
The Permarock Mineral Fibre Insulation was supplied in boards measuring 1200 mm x 600 mm were both adhesively bonded and mechanically fixed. They were installed in thicknesses of 250 mm on all external walls at the first-floor level. Other thicknesses were used as necessary to complete the detailed design of the system.
Permarock SiliconeUltra K Finish is a flexible, vapour-permeable render with an attractive textured finish. It provides effective and long-lasting weather protection and allows very airtight facades to be created. Additionally, the incorporation of special preservatives and nano-quartz technologies helps it to resist the accumulation of dirt and unsightly growths. Consequently, it tends to maintain a clean, bright appearance for much longer than conventional finishes. In turn, this means that building owners can make appreciable savings on the costs of regular cleaning and maintenance.
Performance and Sustainability:
Permarock Mineral Fibre External Wall Insulation systems have low embodied energy and are BIM Level 2 compliant. They exhibit thermal conductivity of 0.036 W/mK, and have an Ecopoints score of 0.10 (m2). This is classified as an ‘excellent’ rating.
Permarock Mineral Fibre insulation is manufactured to EN 13162 and is CFC and HCFC free. It has zero Ozone Depletion Potential and zero Global Warming Potential.
Planning and Project Delivery:
Permarock technical staff supported the architects and the wider design team by providing material and colour samples, U-value calculations, drawings and system detailing, technical data sheets, BIM Object files and project visualisations. They also worked with the EWI installer to ensure that work could progress efficiently and according to the specification. Staff conducted regular quality checks and inspections, and provided ongoing support via phone, email and site visits.
Express Group Construction is a Permarock Registered Installer and, as such, it benefits from regular technical updates and specialist training in the use of Permarock products. This contributed to speedy progress on site, which helped the broader stakeholder team to keep the project on track in terms of time and budget.
In March 2025, pupils, staff and representatives of Surrey County Council, Bourne Education Trust, AtkinsRéalis, and Willmott Dixon attended a special ceremony to mark the completion of the steel frame element.
At the event, Alex Russell, chief executive of Bourne Education Trust, said: “Today’s steel signing ceremony is a powerful reminder of why we’re creating Hopescourt School – to provide an environment where every child can reach their full potential. The new building, with its specialist facilities and sustainable design, represents our joint vision of inclusive education that truly meets the needs of our pupils.”
Result:
The new school opened in March 2026.
Ahead of the scheme’s completion Surrey County Councillor Clare Curran, cabinet member for children, families and lifelong learning, said: “This new specialist school will improve the lives of pupils by providing better access to the support they need for healthy, safe, and fulfilling lives. My thanks go to our Land and Property and Education Services, Bourne Education Trust, Willmott Dixon, and our wider partnership for all their work to create this new specialist provision for Surrey children.”
