COMMUNITY ENERGY SAVING PROGRAMME (CESP) /
Funding is now available for PermaRock External Wall Insulation systems (on qualifying schemes) as part of the Government’s energy efficiency scheme, the Community Energy Saving Programme (CESP).
What is CESP?
CESP is an initiative designed to help people to reduce their fuel bills and energy demand which aims to deliver around £350m of energy efficiency packages between autumn 2009 and December 2012.
The programme has been developed to further encourage the use of innovative measures like external wall insulation, microgeneration, energy saving appliances and real time displays and aims to promote a ‘whole-house approach’ of energy reduction measures.
CESP will be delivered through the development of community-based partnerships (involving local authorities) along with suppliers and generators.
CESP – Key Features
- CESP will promote a whole house, house-by-house, street-by-street approach.

- It is estimated that up to 100 schemes will be funded, benefiting around 90,000 homes across Great Britain.
- It will focus on low income areas.
What energy efficiency measures are included within CESP?
The following measures are included for use within CESP:
External wall insulation
Cavity wall insulation
Loft insulation (prof virgin)
Loft insulation (prof top-up)
Interal wall insulation to solid wall housing
Fuel Switching
Heating controls – upgrade with new heat system
Community heating meters
Existing community heat to CHP
Electric to community CHP
Wood pellet boilers (primary)
Solar Water Heater (4m²)
Air source heat pump
Ground source heat pumps
Micro Wind (1 kWp, 1% LF)
Mini-wind 5 kW, 20% LF
Micro Hydro (0.7kWp, 50% LF)
Photovoltaic panels (2.5 kWp)

Replacing old boiler (65% by 88.3%)
Home Energy Advice (HEA)
Underfloor insulation
Glazing E to C rated

Under CESP, external wall insulation gets a CO2 lifetime savings ‘uplift’ bonus of 300%, making it as cost effective a measure per installation as both cavity and loft insulation in terms of kg CO2 score per £ spent.
Incentives will also be given to encourage the whole-house approach, providing a ‘bonus’ for the delivery of multiple energy efficiency measures taken within the same property and to multiple properties within the same targeted area.

What Areas Qualify?
It is proposed that CESP should target those areas of Great Britain that have significant levels of low income households. It is these areas that have the densest concentration of households in need of assistance, and where energy efficiency improvements should have the greatest impact on fuel bills while also delivering carbon savings.
The Government concluded that the use of Indices of Multiple Deprivation (IMD) would identify the most suitable areas for CESP.
IMD data is measured at Lower Layer Super Output Area (SOA) level in England and Wales. The Scottish equivalents are known as Data Zones. The CESP eligible areas are broken down by Super Output Areas in England and Wales, consisting of approximately 1500 people per area (approximately 650 households), and Data Zones in Scotland with average populations of 750 people and approximately 300 households.
The Government proposes that SOAs or Data Zones eligible for a CESP scheme must be within the lowest 10% income decile in England and the 15% most income deprived areas in Scotland and Wales, based on comparable level of income deprivation.
