CERT FUNDING /
PermaRock’s range of products and services is complimented by the ability to facilitate funding / grant support under the CERT (Carbon Emissions Reduction Target) programme for external wall insulation (solid wall insulation) refurbishment projects.
PermaRock Products Ltd are part of energy efficiency specialists eaga plc, and as part of eaga, we may be able to source you a partial funding contribution payable to your client for the PermaRock External Wall Insulation element of the contract.
What is CERT?
CERT (Carbon Emissions Reduction Target) - which came into effect on 1 April 2008 and will run until 2011 - is an obligation introduced by the Government on energy suppliers to achieve targets for promoting reductions in carbon emissions in the household sector and combating fuel poverty.
The programme will deliver overall lifetime carbon dioxide savings of 154 Mt CO2 – equivalent to the emissions from 700,000 homes each year – and will stimulate about £2.8 billion of investment by energy suppliers in carbon reduction measures.
CERT will maintain a focus on vulnerable consumers and now includes new innovative and flexible approaches to energy efficiency, including PermaRock external wall insulation systems.
What information is required?
We would be pleased to investigate the opportunity to facilitate the potential provision of CERT funding for your PermaRock External Wall Insulation schemes. To enable us to progress matters, we would need a few items of information to calculateestimated values of any funding that might be available.
The information required would be primarily:
1. The number of dwellings forming the scheme.
2. The type or types of dwellings (eg Flats, Semi-detached, Terraced, etc).
3. Number of bedrooms in each type of dwelling.
4. The Postal Codes for the dwellings.
5. The existing and target U-Value in each case (note that PermaRock can assist with any necessary U-Value calculations that might be required if they haven’t already been prepared).
Furthermore, to qualify for any the maximum levels of funding available, you (or your client) would need to sign a declaration (provided by us) stating that at least 70% of the homes are in “Priority Group” status, i.e. the homes are occupied by persons on benefits.
Does my Scheme or House Qualify?
The recipients of the external wall insulation energy efficiency measure delivered under the energy saving project counted in the Priority Group percentage must therefore fall within at least one of the following categories:
a. is in receipt of at least one of the following benefits:
Council tax benefit
Housing benefit
Income support Income-based job seekers allowance
Attendance allowance
Disability living allowance
War disablement pension, which includes either a mobility supplement or constant attendance allowance
Disablement pension, which includes constant attendance allowance
State pension credit
Or b.
is in receipt of at least one of the following credits:
Child tax credit, where the relevant income is £15,592 or less Working tax credit, where the relevant income is £15,592 or less
Or c.
is at least 70 years old
